JR Shikoku at a Glance: Key Lines and Connections

JR Shikoku operates the rail network across Japan's smallest main island, connecting four prefectures — Kagawa, Tokushima, Ehime, and Kochi — through a mix of limited express trains and local services. If you're planning to explore Kagawa and the surrounding region, understanding this network is the key to efficient travel.

Unlike JR East or JR West, JR Shikoku is a smaller, more manageable system. There's no shinkansen on the island. Instead, limited express trains (特急列車) handle inter-city routes, while local trains serve shorter distances. The network extends to Kojima Station in Okayama Prefecture via the Seto Ohashi Bridge, making Honshu-Shikoku transfers seamless.

Yosan Line: Takamatsu to Matsuyama Coastal Route

The Yosan Line (予讃線) is JR Shikoku's primary artery, running along the northern coast from Takamatsu all the way to Uwajima in southwestern Ehime. The stretch between Takamatsu and Matsuyama is the most popular with visitors, offering Seto Inland Sea views and connecting Shikoku's two largest cities. The Limited Express Shiokaze covers this route.

Dosan Line: Mountains and Gorges to Kochi

The Dosan Line (土讃線) heads south from Tadotsu and Kotohira into Shikoku's mountainous interior, passing through the dramatic Oboke Gorge (大歩危) before descending into Kochi. This is one of the most scenic rail routes in Japan, with the river valley and steep cliffs visible from the train windows.

The All Shikoku Rail Pass: Coverage, Prices, and Is It Worth It

What the Pass Covers (and 2026 Iyotetsu Changes)

The All Shikoku Rail Pass (オール四国レールパス) covers all JR Shikoku lines plus several private railways: Kotoden (Takamatsu-Kotohira Electric Railroad), Tosa Electric Railway, Tosa Kuroshio Railway, and Asa Kaigan Railway. This is significant because private railways fill gaps that JR doesn't reach — particularly Kotoden for getting between Takamatsu Station and key Kagawa attractions.

Important change: from March 2026, Iyotetsu (Iyo Railway) in Matsuyama is no longer covered by the pass. If you're planning to use trams or local trains within Matsuyama, you'll need to pay separately or buy an Iyotetsu day pass.

Pass Durations and Pricing

The pass is available in 3-day, 4-day, 5-day, and 7-day consecutive-use options. According to Shikoku Tourism, the 3-day pass starts at approximately ¥12,000 (~$80) for adults based on 2025 pricing. Check the JR Shikoku global site for current rates, as prices may adjust for 2026.

The pass is available only to foreign tourists with a temporary visitor visa. You can purchase it at JR station counters in Shikoku or at Okayama Station before crossing the bridge.

When the Pass Pays Off

A single Takamatsu-to-Matsuyama limited express ride costs roughly ¥6,000 one way. Add a Takamatsu-to-Kochi trip at similar pricing, and the 3-day pass pays for itself within two inter-city journeys. For Kagawa-only trips using local trains, the pass is likely overkill — individual tickets will be cheaper.

Trip Approximate Cost Without Pass Pass Break-Even
Takamatsu → Matsuyama (one way) ~¥6,000 1 round trip = pass value
Takamatsu → Kochi (one way) ~¥5,500 Combined with above = clear savings
Takamatsu → Kotohira (local) ~¥900 Not enough alone

Getting to Shikoku from Honshu via Seto Ohashi Bridge

The most common rail entry to Shikoku is the Marine Liner rapid train from Okayama Station to Takamatsu Station, crossing the Seto Ohashi Bridge (瀬戸大橋) — the world's longest combined highway and railway bridge system. The journey takes about 1 hour and is covered by both the nationwide JR Pass and the All Shikoku Rail Pass.

From Osaka, take the shinkansen to Okayama (about 45 minutes by Nozomi, or 50 minutes by Hikari if using a JR Pass) and transfer to the Marine Liner. Total travel time from Osaka to Takamatsu is roughly 2 to 2.5 hours. For travelers heading to Naoshima, see our Osaka to Naoshima route guide or our Naoshima day trip planning guide for the ferry connection options.

Buying the All Shikoku Rail Pass at Okayama Station before crossing is a practical move — it activates immediately and covers the Marine Liner ride to Takamatsu.

Major Routes for Travelers in Kagawa and Beyond

Takamatsu to Kotohira (Kompira Shrine)

Kotohira is home to Kompira Shrine (Kotohira-gu), one of Shikoku's most popular attractions. From Takamatsu, you can reach Kotohira in about 1 hour by JR Dosan Line local train. The private Kotoden line also runs this route — both arrive near the base of the famous 1,368-step stairway to the shrine.

Takamatsu to Matsuyama via Limited Express Shiokaze

The Limited Express Shiokaze connects Takamatsu to Matsuyama in approximately 2.5 hours. This is the main route for combining Kagawa with Ehime Prefecture, giving you access to Matsuyama Castle, Dogo Onsen, and the Shimanami Kaido cycling route. Seat reservations are recommended, especially during holiday periods, though unreserved cars are available on most departures.

Takamatsu to Kochi via Oboke Gorge

The Dosan Line limited express takes about 2 hours from Takamatsu to Kochi, passing through some of Shikoku's most dramatic scenery. The Oboke Gorge section features turquoise river waters cutting through steep cliffs — sit on the right side of the train heading south for the best views. Kochi offers Sunday markets, Kochi Castle, and access to the Shimanto River area via the Tosa Kuroshio Railway (covered by the All Shikoku pass).

Private Railways: Kotoden and What JR Doesn't Cover

JR Shikoku doesn't cover everything in Kagawa. The Kotoden (琴電) network — officially the Takamatsu-Kotohira Electric Railroad — operates three lines from central Takamatsu. These are essential for reaching Ritsurin Garden (Ritsurin-Koen Station) and provide an alternative route to Kotohira.

Kotoden is covered by the All Shikoku Rail Pass, so if you have the pass, you can use it freely. Without the pass, Kotoden fares are affordable — most trips within Takamatsu cost ¥200-400.

In Kochi, the Tosa Electric Railway operates trams through the city center. In Ehime, note the 2026 Iyotetsu exclusion — Matsuyama's tram network and local lines now require separate payment even with the All Shikoku Pass.

Practical Tips for Riding JR Shikoku

  • Reserve seats on limited express trains. While unreserved cars exist, popular routes like Takamatsu-Matsuyama fill up during holidays and weekends. Reservations are free with the All Shikoku Pass — just visit any JR ticket window.
  • Download the JR Shikoku app or check schedules in advance. Train frequency is lower than urban Japan. Some local lines run only every 1-2 hours, and missing a connection can mean a long wait.
  • Cuisine trains are a separate booking. JR Shikoku operates scenic dining trains including the Shimanto Limited Express. These require advance reservations and additional fees beyond the rail pass.
  • IC cards have limited use. Unlike Tokyo or Osaka, IC card (Suica/Pasmo) acceptance on JR Shikoku is limited to certain stations. Carry cash for ticket machines at smaller stations.
  • The Marine Liner has no reserved seating. The Okayama-Takamatsu Marine Liner is a rapid train, not a limited express. Seats are first-come, first-served. Aim for the upper deck of the double-decker car for Seto Inland Sea views during the bridge crossing.

Frequently Asked Questions

Frequently Asked Questions

Does the All Shikoku Rail Pass cover private railways like Kotoden?
Yes. The pass covers Kotoden (Takamatsu-Kotohira Electric Railroad), Tosa Electric Railway, Tosa Kuroshio Railway, and Asa Kaigan Railway in addition to all JR Shikoku lines. However, Iyotetsu (Matsuyama's tram and rail network) is excluded from the pass as of March 2026.
How do I get from Okayama to Kagawa using JR Shikoku?
Take the Marine Liner rapid train from Okayama Station across the Seto Ohashi Bridge to Takamatsu Station. The ride takes about 1 hour with trains running roughly every 30 minutes. It's covered by the nationwide JR Pass, the All Shikoku Rail Pass, or a regular ticket for approximately ¥1,500.
Is the All Shikoku Rail Pass worth it for a short Kagawa trip?
For Kagawa only, probably not — most local train rides cost under ¥1,000, so you'd struggle to justify the ¥12,000 three-day pass price. But if you're adding even one limited express trip to Kochi or Matsuyama (each ~¥5,500-6,000 one way), the pass quickly pays for itself.
Do I need seat reservations on JR Shikoku limited express trains?
Reservations are recommended but not mandatory. Most limited express trains have both reserved and unreserved cars. With the All Shikoku Rail Pass, reservations are free — visit any JR ticket window. During peak periods like Golden Week or Obon, book in advance to guarantee a seat.
